Allegheny County is facing real challenges. Families and businesses are leaving, our infrastructure is struggling, safety is in question, and taxes are rising dramatically. Meanwhile, the politicians downtown seem more focused on making excuses than making progress, hoping we’ll keep giving them a pass. Tom decided to run because he knows it’s time to get back to basics—focusing on what local government is supposed to do and setting the stage for sustainable growth in our region.
Tom’s priorities are practical and straightforward:
Roads and Bridges; Crime and Safety; Saying ‘NO!’ to all future proposed tax increases or property reassessments; Unlocking Allegheny County for commercial investment and economic development
While others get caught up in flashy pet projects or padding payrolls for those politically connected, Tom is all about tackling the fundamentals. By getting the essentials right, Allegheny County can become a place where businesses thrive, families settle, and communities grow again.
Tom’s story is one of service, principles and commitment.
Tom has deep roots in Allegheny County. Born and raised in Bellevue and a proud graduate of Northgate School District, he’s called the Pittsburgh region home his entire life. While many have left in search of “greener pastures,” Tom has chosen to stay, serve, and invest in the community he loves. It’s here that he’s raising his family and working to make a difference.
A veteran with 10 years of service as a U.S. Air Force officer, including overseas deployments in support of the War on Terror, Tom brings discipline, dedication, and leadership to everything he does. He’s also no stranger to public service, having been elected to Bellevue Council and trusted by colleagues from both sides of the aisle to serve as Council President for the majority of his term.
Tom holds two master’s degrees, both with a focus on organizational leadership. His professional journey reflects his commitment to care and service—he founded a business helping elderly and physically challenged adults across the region and now leads in the field of hospice care, while also serving as a local pastor.
Above all, Tom is a family man. He’s been married for over 20 years and is the proud father of two.
Priorities
property taxes
Last year, Sara Innamorato and the majority of county council celebrated taking more of your hard earned money by passing one of the largest tax increases in Allegheny County history. Outrageous! Allegheny County home owners shouldn’t live in perpetual fear of tax increases.
Tom will never support another property tax increase or a county wide reassessment on home owners.
Additionally, Tom will work to end the predatory practice of selective reassessments when a family home is purchased. No more surprise tax hikes in the mail weeks after moving into your new home!
Roads, Bridges, & Infrastructure
We proudly boast about living in the “City of Bridges” but the reality is many those bridges are in grave need of repair and some are outright failing. Additionally, our roads are crumbling and our public transit system is sorely lacking.
The greatest failure isn’t the next hole with a bus in the bottom of it, it’s our local government’s failure to keep up with its most basic responsibility - infrastructure!
It’s not rocket science, instead of giving unwarranted raises to politically connected staffers and giving tax payer money to inmates serving lengthy prison terms, Tom will work tireless to ensure every available penny of our tax dollars is invested in essential infrastructure repair and development.
Crime & Safety
People simply don’t feel safe in and around Pittsburgh anymore. Crime stats are high and confidence and trust in law enforcement is at an all time low. When people don’t feel safe, they’re less likely to visit or shop, let alone invest and stay. Instead, store fronts go empty and residential buildings and homes become vacant.
Allegheny County law enforcement, including our local municipal departments, must be empowered to enforce our laws and protect our residents and businesses against criminals who seek to do them harm.
Tom will never back down from supporting local law enforcement, ensuring they are not handcuffed from doing their jobs and are compensated appropriately as they put their lives on the line to protect and serve.
Economic Growth
Like individuals and families, cities and counties don’t grow healthy and strong by accident. It requires a commitment to priorities which guide daily choices. Tom is committed to prioritizing healthy economic growth throughout Allegheny County.
By reducing regulatory bureaucracy, taxes, fees and other barriers of entry into our local economy, there’s nothing to stop Allegheny County from experiencing growth to the scale we haven’t seen in half a century.
Instead of businesses fearing the heavy hand of government, government should be rolling out the red carpet to businesses inviting them to invest and grow. More businesses means more jobs and more jobs means people and families calling Allegheny County home.
Get to Know Tom
Above all else, Tom is a devoted husband to Erin (a graduate of Avonworth High School) and a proud father to Charlotte (12) and Simon (9). His family is at the heart of everything he does, and his commitment to them mirrors his dedication to serving his community with integrity and care.
Tom is an experienced and effective leader in the for-profit, non-profit and public service sectors. Having earned two masters degrees with concentrations in leadership, a Master of Business Administration (MBA) as well as a Master of Divinity (MDiv), Tom has spent his professional life as a servant-leader in business, ministry and government. His professional journey is diverse and deeply rooted in service.
Tom spent a decade as a U.S. Air Force officer, taking on assignments across the country and deploying overseas in support of the War on Terror. He went on to launch and lead a successful local business that supported elderly and physically struggling adults. In 2015, while living in Bellevue, Tom was elected to Borough Council, where his peers—on both sides of the aisle—chose him to serve as Council President. Today, Tom works as a leader in hospice care, helping individuals navigate the most challenging moments of life, while also serving as a pastor to a local congregation.
Tom is a passionate advocate for ethical and effective leadership. He frequently speaks and writes about the importance of leading with integrity, caring compassionately, and focusing on transformational growth. He’s known for staying grounded in his principles while working collaboratively with people from all backgrounds to achieve meaningful results. For Tom, honor, duty, and service aren’t just ideals—they’re guiding values that shape his decisions every day.
Personally, Tom enjoys an afternoon at the ballpark cheering on the Pirates and traveling to different corners of the country with his family. He is also a student of history, philosophy and theology and enjoys exploring these topics while sipping a carefully aged whiskey or puffing a particularly tasty cigar.

District One of Allegheny County Council consists of a diverse cross section of the North Hills, West Hills, and Ohio Valley suburbs of Pittsburgh.
Municipalities included in the district are Ross Township, West View, Ohio Township, Kilbuck Township, Ben Avon, Ben Avon Heights, Avalon, Emsworth, Glenfield, Haysville, Glen Osborne, Neville Island, Moon Township, Crescent Township and Findlay Township.
